TUGD Convenes a National Level Roundtable in New Delhi
TUGD convened a national level roundtable in New Delhi on November 25, 2025 under the Urban Act Project, with the support of GIZ India and NIUA. The roundtable saw deliberations on revisions to the Model Building Bye-Laws (MBBL) and the Urban and Regional Development Plans Formulation and Implementation (URDPFI) guidelines.

The roundtable brought together senior government officials, domain experts, and practitioners to reflect on how India’s core planning and building regulatory frameworks can better respond to emerging priorities related to energy efficiency, climate resilience, and sustainable urban development.

Across three focused sessions, the participants discussed:
(i) strengthening the MBBL
(ii) reviewing and updating the URDPFI guidelines
(iii) harmonizing the MBBL and URDPFI frameworks

The insights from these deliberations will inform a Technical Advisory Note to the Ministry, outlining key interventions required for revising both guidelines.

TUGD Conducts State Level Training Workshop in Shimla
TUGD, in collaboration with GIZ India, conducted a two-day state level training workshop from October 15–16, 2025 in Shimla under the aegis of the Urban Act Project. The workshop focused on building the capacity of urban practitioners in project bankability, financing, and sustainable practices for urban infrastructure.

TUGD shared insights on Climate Risk and Vulnerability Assessment (CRVA) and the Energy Conservation and Sustainable Building Code (ECSBC). The team included Mr Yatin Choudhary, Fellow, Sustainable Buildings Division, Mr Sharif Qamar, Fellow & Associate Director, Ms Shiren Pandita, Associate Fellow, and Ms Harshita Kaur, Research Associate. It presented the first draft of the CRVA Gap Assessment to the Commissioner of Shimla Municipal Corporation and received encouraging feedback. The workshop was attended by officials from across Himachal Pradesh, including Solan, Hamirpur, Mandi, Shimla, and Mashobra.

TUGD Conducts Capacity-Building Workshop on Sustainable Building Practices and Climate Resilience

TUGD, in collaboration with GIZ India and Coimbatore City Municipal Corporation (CCMC), co-organized a capacity-building workshop on green and sustainable building practices under the Urban Act Project on November 21, 2025.

Mr Yatin Chaudhary, Fellow, delivered training sessions on ‘Inclusion of Energy Efficiency and Sustainability in Urban Development through the MBBLs’, demonstrating how green principles can be institutionalized within regulatory frameworks. Ms Harshita Kaur, Research Associate, delivered a session on ‘Climate Risk and Vulnerability Assessment (CRVA) Study for Coimbatore’, providing insights into climate resilience strategies that can be adopted by cities across Tamil Nadu.

The workshop facilitated meaningful cross-departmental dialogue among municipal officials, urban planners, and environmental specialists, helping bridge the gap between policy intent and on-ground implementation.

TUGD Participates in a Workshop on Climate Resilience Interventions in Goa

TUGD participated in a workshop on Climate Resilience Interventions held from November 18–19, 2025 in Panaji, Goa, under the Urban Act Project. Organized in collaboration with German universities, GIZ, and national consortium partners, the engagement brought together city officials to examine ward-level vulnerability patterns and undertake rapid, participatory assessments of interventions related to flood mitigation, heat reduction, and mobility resilience.

Ms Anushree Harde, Associate Fellow, conducted the workshop to appraise and identify climate-resilient interventions and validate the findings of the local climate vulnerability assessment. Overall, the workshop strengthened the linkage between scientific climate vulnerability assessments and local planning practice by fostering meaningful engagement with city stakeholders. Through the validation of findings and collective prioritization of climate-resilient interventions, the exercise helped build a shared understanding of EPIC’s climate risks and response pathways.

TUGD Participates in GeoSmart India 2025

TUGD participated in GeoSmart India 2025, a leading geospatial and urban technology forum held at Bharat Mandapam from December 1–4, 2025. Ms Shiren Pandita, Associate Fellow, was invited to the opening session on India’s Urban Landscape on December 3, followed by another session on ‘Integrating Disaster Risk Reduction into Urban Development and Utility Infrastructure Planning’ on December 4.

In both the sessions, she drew attention to the growing complexity of risks Indian cities face as climate stress, rapid urbanization, and ageing infrastructure intersect. She highlighted how urban flooding, heat stress, water contamination, mobility disruptions, and cyber vulnerabilities need an integrated, technology-enabled approach rather than siloed responses. She also emphasized TERI’s pioneering work to strengthen urban resilience through data-driven planning, geospatial intelligence, and institutional capacity building.

The interventions underscored a clear message—cities require shared intelligence, shared platforms, and shared responsibility to stay ahead of compounding risks. In this context, TERI remains committed to supporting urban India in building systems that can anticipate, absorb, and adapt to emerging challenges.

TUGD Participates in the 3rd National Logistics Summit 2025

Mr Sanjay Seth, Senior Director, Sustainable Infrastructure Programme, represented TUGD at a fireside chat titled ‘Smart & Green Freight: Making India’s Logistics Export-Ready and Globally Competitive,’ held at PHD House, New Delhi, on December 19, 2025.

The discussion focused on the role of rail as a key mode for decarbonizing India’s transport sector, strategies to reduce the carbon intensity of Indian manufacturing and exports, and the role of state governments and local authorities in enabling green freight. The session also explored the potential for emission reductions from warehouses and logistics parks, as well as the importance of digitalization and the current gaps in mandatory national reporting and accounting methodologies.

TUGD’s work across various aspects of transport decarbonization was highlighted, including its assessment of NDC documents, the Clean Freight Programme, and ongoing engagement with CONCOR.

TUGD Participates in the International Railway Equipment Exhibition 2025

As part of the CONCOR–TERI Centre of Excellence on Green and Sustainable Logistics, TUGD showcased key sustainability initiatives undertaken by Container Corporation of India (CONCOR), along with the ongoing projects under the Centre, at the International Railway Equipment Exhibition (IREE) 2025 held from October 15–17, 2025 at Bharat Mandapam, New Delhi.

The exhibition was inaugurated by the Hon’ble Minister of Railways, Shri Ashwini Vaishnaw, and featured cutting-edge innovations in railway and metro systems. The CONCOR stall was inaugurated by Shri Sanjay Swarup, CMD, CONCOR, in the presence of Shri Ajit Kumar Panda, Director (P&S), and other senior officials.

Mr Arun Kumar, Project Associate, engaged with visitors and stakeholders and presented CONCOR’s key initiatives, including the introduction of LNG trucks, the procurement of electric trucks, deployment of electric reach stackers (RSTs) across CONCOR terminals, and the potential of these initiatives for participation in carbon markets. The Centre’s activities attracted keen interest from Shri Satish Kumar, Chairman & CEO, and members of the Railway Board, as well as other industry leaders.

TUGD Initiatives on Freight Electrification at Naroda GIDC

TERI has been working closely with the Naroda Industrial Estate to support improvements in traffic management and emission reduction. As part of this ongoing engagement, TUGD, in collaboration with Euler Motors, organized an electric vehicle (EV) display at Naroda GIDC from November 14–15, 2025.

The event provided industries with an opportunity to view EVs, understand their specifications, undertake test drives, and address queries related to electric mobility, with the aim of increasing visibility and encouraging informed EV adoption.

The engagement included structured meetings, on-site demonstrations, and display of EV models. It also facilitated discussions between Euler Motors and the Naroda Industries Association (NIA) to assess the potential for EV adoption across diverse industrial use cases. The event generated encouraging interest, with approximately 10–12 enquiries for the showcased EVs, followed by some confirmed purchases. Building on this momentum, the NIA has recently procured an electric vehicle for door-to-door waste collection within the estate and is planning the phased electrification of its entire fleet.

TUGD Participates in Road to Zero Emissions: SFC e-Truck Showcase on the Delhi- Jaipur Corridor

TUGD participated in the event titled ‘Road to Zero Emissions: SFC e-Truck Showcase on the Delhi–Jaipur Corridor,’ organized by Smart Freight Centre (SFC) in collaboration with Amazon and Safexpress on October 29, 2025 in New Delhi. The event presented findings from India’s first comprehensive corridor-level electric truck demonstration along the 280-kilometre Delhi-Jaipur route, one of the country’s key freight corridors. Ms Shreya Gupta, Research Associate, presented in the session ‘e-Truck Emissions Tracking and Reporting’ jointly with the SFC, highlighted how accurate, transparent, and India-specific emissions reporting is becoming central to how freight operations are financed, benchmarked and regulated.

Through frameworks like ISO 14083 and the GLEC model, India’s growing focus on carbon markets, data-driven emissions accounting can directly enable investment and transition.

TUGD Hosts the 2nd Skilling Programme on ‘Future-In-Charge: Skilling Programme for India’s Charging Infrastructure’

TUGD hosted the skilling programme, ‘Future-In-Charge: Skilling Programme for India’s Charging Infrastructure,’ for the second time, with the inauguration ceremony held on November 3, 2025 at TERI Gram. The programme was a joint initiative of TERI, Mercedes-Benz Research and Development India, the Ministry of Environment, Forest and Climate Change (MoEFCC), Government of India, IIT Delhi, and EVI Technologies.

The sessions featured contributions from experts representing multiple organizations, including IIT Delhi, EVI Technologies, and TERI. As part of the programme, Mr Sharif Qamar, Fellow & Associate Director, led a session on ‘Overview of Electric Vehicles’ on November 3, 2025, while Ms Megha Chauhan, Project Associate, delivered a technical session on ‘EV Skilling and Policy Overview in India’ on November 4, 2025.

The sessions highlighted the growing need for workforce skilling to support the transition to electric mobility and underscored the importance of well-structured policies in accelerating EV adoption and strengthening domestic EV manufacturing in India. Mr Sharif Qamar also chaired the valedictory ceremony and presented programme completion certificates to the participants.

TUGD Attends a High Level Conference on ‘Driving Change: Shaping India’s Next Decade of Vehicular Emissions Reforms’

TUGD attended a high level conference titled ‘Driving Change: Shaping India’s Next Decade of Vehicular Emissions Reforms,’ held at the India International Centre on December 9, 2025. The conference focused on the economics of vehicular pollution and congestion, regulatory evolution, technology and system innovation, and evidence-led compliance and governance.

Mr Sharif Qamar, Fellow & Associate Director, participated as a speaker in the session ‘Cleaner Engines, Tougher Standards: Understanding India’s Next Regulatory Leap’. He noted that transport emission intensity is rising much faster in developing countries than in developed economies, making it imperative for countries like India to pursue measures such as electric vehicle uptake and efficiency improvements. He also emphasized that regulatory decisions taken today will shape the long-term sustainability of the mobility sector.

TUGD participated in the workshop titled ‘Inclusive Net-Zero Transport in Cities of Gujarat’ hosted by the Transportation Research and Injury Prevention Centre (TRIPC), IIT Delhi, in collaboration with Ahmedabad University, from November 21–22, 2025 at IIT Delhi.

Mr Sharif Qamar, Fellow & Associate Director, participated in the session ‘Understanding the Status and Challenges in Indian Cities: A Case Study of Rajkot’, presenting a set of proposed net-zero transport indicators and sharing key learnings from Rajkot, particularly with respect to data sources and availability.

TUGD Participates in EV Charge India Confex 2025

TUGD participated in the EV Charge India Confex 2025 held in New Delhi on November 14, 2025. The discussion focused on policy alignment, digital infrastructure, battery-swapping readiness, high-power charging, and PPP-led corridor deployment.

Mr Piyush Saxena, Associate Fellow, highlighted the need for integrating renewable energy, especially solar, with e-mobility as well as the importance of ensuring real-time charger status accuracy to maintain high uptime for fleet operators. He also highlighted TERI’s work in actively supporting India’s e-mobility transition by preparing fleet electrification roadmaps and strengthening sustainable logistics systems.

By contributing research-driven insights on renewable energy integration, digital readiness, and fleet electrification, TUGD continues to engage with policymakers and industry stakeholders to support the scalable and reliable deployment of electric mobility solutions across the country.

TUGD Contributes to the High Level Roundtable on Driving Workforce Readiness for India’s EV Transition

TUGD contributed to the roundtable discussion titled ‘Driving Workforce Readiness for India’s EV Transition,’ organized in New Delhi on December 10, 2025. The roundtable brought together industry leaders, financial institutions, skill development authorities and think tanks to deliberate on strategies for strengthening workforce readiness and aligning skilling initiatives with the needs of future mobility.

Mr Sharif Qamar, Fellow & Associate Director, contributed as a speaker and emphasized the importance of electric vehicle adoption and the critical role of skilling in enabling the transition. He also highlighted TERI’s work in this domain.

TUGD participated in ‘Beyond Carbon: The Zero-Emission Fuel Summit 2025,’ organized by Delhi Technological University (DTU), Delhi, on November 2, 2025. The summit witnessed enthusiastic participation from students, faculty, and professionals.

Mr Sharif Qamar, Fellow & Associate Director, was invited as a distinguished speaker for a technical session, where he shared his insights on clean energy transition. He highlighted the role of EV adoption in mitigating climate change and outlined key government incentives aimed at accelerating EV deployment across India. The session saw active engagement, with experts posing thought-provoking questions and participants responding with enthusiasm.

TUGD Engages in Transport Decarbonization Dialogues at COP30

TUGD presented its work in the transport domain at the 30th Conference of the Parties (COP30), held in Belém, Brazil, from November 10–21, 2025. Mr Sharif Qamar, Fellow & Associate Director, participated in multiple sessions focused on the decarbonization of the transport sector, with particular emphasis on non-motorized transport and electric vehicles. He delivered a presentation on transport and nationally determined contributions (NDCs) at the SLOCAT Transport Pavilion.

He also attended the panel discussions on Transformative Leadership for Climate Action on Financing, Technology, and International Cooperation; Road from Belém to Busan—Strengthening Urban Resilience to Sea Level Rise; Unlocking Finance for Low-Carbon Transport; Powering Buildings of Tomorrow: Scaling Renewable Interventions; and Charting the Course for the Energy Transition in Global Shipping.

In addition, he attended several side events on decarbonizing transport systems, advancing sustainable urban mobility, and accelerating solutions for resilient urban infrastructure. Participation in COP30 provided valuable opportunities for knowledge exchange, dissemination of TUGD’s work, and engagement with global stakeholders for potential future collaborations.

TUGD Contributes to the Book ‘Revolutionising Freight Transportation in India — Dedicated Freight Corridors: Vision to Reality’

Mr Sharif Qamar, Fellow & Associate Director, authored the book ‘Revolutionising Freight Transportation in India—Dedicated Freight Corridors: Vision to Reality’ and attended its launch on October 31, 2025.

The book is a tribute to the vision, determination, and collaboration shaping the future of India’s freight and logistics sector. More than a historical record, the book honours the leaders who conceptualized the corridors, the engineers and workers who built them, and the enduring spirit that sustained the effort.

The book documents major challenges faced during the development of the Dedicated Freight Corridors, including funding constraints; complex land acquisition, resettlement, and rehabilitation processes; engineering hurdles across diverse terrains; the elimination of level crossings through the construction of hundreds of road underbridges (RUBs) and road overbridges (ROBs); and installation of advanced signalling and communication systems.

TUGD Conducts Training Session for CONCOR Officials under the CoE

TUGD conducted the first in a series of monthly training sessions aimed at strengthening technical understanding and disseminating knowledge on the Centre’s objectives and ongoing initiatives. Another key objective of these sessions is to gather feedback from logistics practitioners to enhance the quality and relevance of the work undertaken by the Centre of Excellence (CoE).

As part of this initiative, Mr Sharif Qamar, Fellow & Associate Director; Mr Arun Kumar, Project Associate; and Ms Viral Joshi, Associate Fellow, conducted a session on December 16, 2025 at the CONCOR office in a hybrid format. Mr Qamar delivered a presentation titled ‘Freight Transport and Emissions: Strategies to Decarbonize.’ The session was attended by over 25 CONCOR officers, both online and in-person, and was followed by an active discussion. He shared insights on global and Indian freight trends, highlighting the environmental impact of heavy-duty vehicles (HDVs) and the role of electrification. He discussed India’s EV landscape, policies, available electric truck models, and relevant case studies, and highlighted CONCOR’s sustainability initiatives.

The session concluded with a Q&A session, with discussions on EV costs, battery lifecycle, tax benefits, and efficiency comparisons with diesel vehicles. TUGD will continue similar thematic sessions to support ongoing capacity building and knowledge exchange.

TUGD Organizes Training Workshop on Life Cycle Assessment for I-Metro

TUGD organized training workshops on the Life Cycle Assessment (LCA) of civil works in collaboration with the Indian Metro Rail Organizations' Society (I-Metro). The first workshop was held in Bengaluru on December 19, 2025, followed by a second workshop in New Delhi on December 23, 2025.

The sessions brought together representatives from metro systems across the country. With India’s metro network set to expand beyond its current 1,000 km of operational length, it is critical to establish baselines for construction practices, integrate emissions inventorying, adopt low-carbon engineering and non-engineering approaches, and promote the use of sustainable materials during the construction phase.

TUGD Facilitates a Factory Visit for India Post Management to Jupiter Electric Mobility

TUGD facilitated a one-day site visit to the electric vehicle assembly plant of Jupiter Electric Mobility on November 8, 2025. The visit was attended by the Director (Motor Vehicles), Director (Mail Operations), and senior managers from Mail Motor Services across different circles of India Post.

The programme aimed to strengthen officials’ understanding of EVs through interactive sessions covering EV specifications, features, performance, and key differences from internal combustion engine (ICE) vehicles. This was followed by a guided tour of the vehicle assembly line. Several technical and operational questions related to EV performance and suitability were addressed during the visit, helping build confidence and trust in EV technology.

TUGD Conducts a Site Visit to Pakri Barwadih Coal Mine

TUGD undertook a field visit to the Pakri Barwadih coal mine from November 4–6, 2025 as part of an ongoing study to support cleaner mining practices and assess emissions and potential reduction opportunities. The visit aimed to understand mining operations and associated processes, gain insights into the equipment used, and assess the sources and intensity of emissions generated from mining activities. TERI is currently estimating emissions savings across identified interventions to enable a comparative assessment of their effectiveness and scalability, thereby supporting informed decision-making. The outcomes will be consolidated into a report and outreach material highlighting industry decarbonisation efforts.

TUGD Conducts Site Visits to CONCOR Terminals in Delhi–NCR

TUGD conducted site visits to CONCOR terminals in the Delhi–NCR under the project ‘Roadmap for the Adoption of Cleaner Vehicles at CONCOR NCR Terminals’. Site visits were conducted at MMLP Barhi on November 13, 2025 and at MMLP Kathuwas on December 5, 2025.

The objective of the visits was to understand terminal operations, collect operational data, and engage with CONCOR officials. The team gained insights into terminal catchment areas, commodities handled, services provided, and potential opportunities for emission reductions. The visits also helped in understanding sustainability initiatives undertaken by CONCOR, including the deployment of LNG trucks and the operation of LNG refuelling stations at MMLP Kathuwas.
